By of the Journal Sentinel A city proposal aimed at addressing problems with panhandling in Milwaukee stalled Thursday amid questions about costs, and concerns that homeless people will feel targeted by the legislation. The proposal, dubbed the city's "Keep the Change" campaign, went before the Public Safety Committee. Ald. Terry Witkowski, the bill's sponsor and chair of the committee, warned that Milwaukee and other cities around the country are seeing increasing numbers of panhandlers.
